ContinuousPosition Description The City of Sugar Land is seeking a full-time Environmental Manager in the Environmental and Neighborhood Services Department.

We are looking for someone who can provide technical and administrative support and leadership to staff to ensure the efficient and consistent delivery of service to the public in accordance with the Sugar Land Way; work effectively with all levels of employees and management; and assist in providing solutions to challenges that arise.

If so, please consider applying for the Environmental Manager position today! Summary of Duties As an Environmental Manager, you will:
Provide leadership and oversight for the Solid Waste and Stormwater Divisions, including all operations, assigned staff, vehicles/equipment, and materials/supplies.
Oversee division performance measures, internet pages, strategic projects and other initiatives.
Manage Environmental and Neighborhood Services operational budgets, including monitoring the administrative program budgets.
Coordinate preparation and submittal of the annual budgets for Environmental and Neighborhood Services, including the general fund and enterprise funds, along with overseeing the budget transfer process.
Conduct research, analyze data, and prepare financial and performance reports for review and submission to City management.
Manage the annual KSLB service contract.
Coordinate with the KSLB Executive Director to develop and implement environmental education programs, community events, grant applications/awards, etc.
Establish and maintain a professional and effective working relationship with the public, Keep Sugar Land Beautiful (KSLB) and other governmental organizations.
Utilize these resources to the fullest extent possible.
Continue to strengthen and expand upon existing community resources.
Provide community-wide education about solid waste, recycling, stormwater and other environmental management programs (as necessary), including the coordination of community events.
Stay well-informed regarding the best practices for the City's Solid Waste and Stormwater areas of responsibility and roles.
Establish and oversee division processes and procedures.
Read, interpret, and apply the ordinances, laws, regulations and City standard operating procedures governing the solid waste and stormwater programs and applicable environmental management programs.
Manage the City's solid waste contract and franchise, including oversight of the daily operations for residential and commercial services in order to ensure compliance with the contract and ordinance requirements.
Coordinate with the solid waste contractor to ensure the provision of services.
Issue liquidated damages to the contractor as necessary.
Manage the long-term planning for the City's solid waste program, including the development of a scope of service and contract for the City's residential, commercial and internal solid waste and recycling program.
Initiate and utilize a City Manager task force to develop service levels for the solid waste contract/franchise.
Educate the task force on the intricacies of the solid waste program, and guide them through the selection of service levels.
Coordinate contractor procurement and selection.
Coordinate contract negotiations.
Develop and implement the City's state-mandated 5-Year Stormwater Management Program (SWMP).
Coordinate with Texas Commission on Environmental Quality (TCEQ) (as needed) to ensure stormwater program compliance.
Participate in professional, technical, and business groups related to the duties and objectives of the Solid Waste and Stormwater Divisions.
Keep all appropriate records, as needed, to maintain compliance with City record retention policies.
Prepare and submit documentation as needed to respond to open records requests and compliance requirements.
Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.

Experience:
A bachelor's degree in business administration, Public Administration/Management or an environmental field from an accredited school or university Five (5) years of progressively responsible experience in municipal government, city administration, strategic planning, or environmental management with at least two (2) years of supervisory responsibility.
An advanced degree or additional relevant work experience resulting in acceptable proficiency levels in the above knowledge, skills and abilities may be substituted in lieu of specific education or exempt-level experience requirements.
Experience in the solid waste industry is preferred.
Training (License and/or Certification):

) BASIC LIFE and AD&D The City provides all employees annual salary of life insurance and accidental death & dismemberment (AD&D) coverage of one-time annual salary with a minimum of $50,000.
LONG TERM DISABILITY The City provides employees with Long Term Disability in the amount of 60% of your salary (depending on position category) to a maximum of $7,500 per month.
Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA) if you qualify.
LTD is designed to replace a reasonable portion of your income in case ofserious injury or sickness whether on or off the job.
Benefits will be offset by any payments from SS, Workers Comp and other income offsets.
SUPPLEMENTAL LIFE and AD&D Employees can elect supplemental life insurance and AD&D coverage up to $750,000 for themselves and up to $250,000 for their spouse; as well as $15,000 of life insurance for child(ren).
SHORT TERM DISABILITY This optional benefit allows employees to receive 70% of their weekly salary, to a maximum of $1,500 per week (tax free), following either Option A:
a 30-calendar day elimination period; or Option B:
